State grants funding for park improvements in Maryland

PlaygroundA number of parks in Maryland, including one in Annapolis, have been granted funding for improvements by the Board of Public Works.

As part of the state’s signature Program Open Space, the recreational upgrades will take place in Allegany, Anne Arundel, Cecil, Frederick, Montgomery and Somerset counties and Baltimore City.

“We are continuously working to create new parks and make the ones we have more accessible so that every Marylander can easily enjoy outdoor recreation and discovery,” said Governor Martin O’Malley. “With this, it is remarkable to note that each citizen lives less than 15 minutes of a local Program Open Space funded facility ─ with more being established all the time.”

  • In Allegany County, Barton will receive $35,000 to construct a 25- by 25- foot Americans with Disabilities Act (ADA) restroom facility at Meadow Park.
  • In Anne Arundel County, Annapolis will receive $230,870 to develop a city-owned, family-oriented park in the community of Bywater. This neighborhood is home to primarily low to moderate income families with many children. Improvements will include new playground equipment, a walking path, a sheltered picnic area and parking.
  • Baltimore City will receive $147,801 to remove the existing playground safety surfacing and install new rubber safety surfacing consistent with ADA and National Program for Playground Safety standards at Carroll, Rosement Avenue, and Willow Avenue parks.
  • In Cecil County, Perryville will receive $125,000 for new Lower Ferry Park upgrades that include walking paths, educational stormwater facilities, landscaping, benches and a tot lot playground.
  • In Frederick County, Emmitsburg will receive $13,680 to renovate pavilions and bandstands at Community and Memorial parks. Work also includes ADA-compliant restroom and pathway updates. Additionally, Emmitsburgwill receive $14,400 to replace outdated playground equipment at Silo Hill Park with new equipment consistent with ADA and National Program for Playground Safety standards.
  • In Frederick County, Thurmont will receive $23,417 to install bleachers and picnic tables at the 23-acre Thurmont Community Park. The town will also receive $13,430 for security fencing and picnic tables at the 32-acre Eyler Park.
  • Montgomery County will receive $329,000 to acquire 0.9 additional acres for the existing 10.8 acre Norbeck-Muncaster Mill Neighborhood Park. This purchase will allow for park expansion and will eliminate an in-holding of private property that is surrounded on all sides (except road frontage) by existing public parkland. The county will also receive $400,000 to increase the 292-acre Ovid Hazen Wells Recreational Park by 1 additional acre to allow for more recreation opportunities.
  • In Montgomery County, Rockville will receive $111,027 to replace a 21-year-old playground and install outdoor fitness stations, walking paths and a community garden within Legacy at Lincoln Park.
  • In Somerset County, Princess Anne will receive $185,045 for the initial development of a new community park, to include site preparation, installation of playground equipment, fencing, energy-efficient lighting and electric hook up.

Under the leadership of Governor O’Malley, the Board of Public Works has approved funding for 1,364 recreational projects, including Community Parks & Playgrounds, totaling nearly $360 million through local-side Program Open Space since 2007.

The three-member Board of Public Works is comprised of Governor O’Malley (chair), Treasurer Nancy Kopp and Comptroller Peter Franchot. The BPW is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions and other procurement actions.
